In June 2019, Paramount Pictures announced that it would distribute the film. On July 26, 2019, Osage Nation traveled to Osage Nation in Pauhuska, Oklahoma, to meet with Scorsese principal Geoffrey Standing Bear to discuss how the Osage Nation could participate in filmmaking, and a few days later, it was learned that De Niro was temporarily shooting for the summer of 2020.
