Ma Jun, a policeman known for upholding justice during arrests, joins Hua Sheng, secretly, in trying to bring down three ruthless Vietnam brothers who ran a smuggling ring in the months before Hong Kong occupied the mainland. The eldest, Xian Wei Cha (known as Zah), was arrested in an operation that exposed Sheng and nearly killed him. His girlfriend, Qiu Di, who doesn't know Sheng's profession, wants to see him give up. Jun tirelessly pursues the gang, sometimes ignoring police protocol. Zah's court case is approaching, witnesses are at risk, and a fight is inevitable.
Set before 1997, before Hong Kong returns to the People's Republic of China, the film opens with the Archer brothers, Tony and Tiger discussing a drug deal with rival gang leader Sam. Ma Jun, a serious criminal investigative detective (often criticized for injuries), along with his team, heads to a nightclub to investigate, and eventually fights with his partner, Wilson, who planted as a birthplace.
Sam and his gang then face the three brothers, who are impatient for receiving the brothers' native Vietnamese drugs, but who are ignored by violence and threats. The brothers then threaten their gang's former leaders when they seek intervention. Tiger is then assigned to kill Sam in his car, but the plan fails when Wilson intervenes. While in hospital, Sam agrees to testify on court against the three brothers. On the eve of their mother's birthday, the brothers plan to recover their drug money, but when they do, Archer is arrested by Hong Kong police, while Tony and Tiger discover that Wilson is the birthplace and is trying to get rid of it. While in court, Archer is forced to submit all of his travel documents, which would prevent him from fleeing Hong Kong before the court case.
Three months later, Tiger and Tony brutally kill Sam along with several other witnesses and crime figures important to the police investigation. They try to kill Wilson again, distributing the bomb that kills inspector Wong and injures Wilson's pregnant girlfriend Judy, but who fails to harm Wilson. Tony and Tiger then disguised themselves as porters to sneak into the hospital where he was protected by police. Ma and Tiger are both eventually in the same elevator and Tiger tries to kill Wilson with a silenced gun as soon as he appears, but Ma notices it and at the last moment engages him in a fierce battle. After being disarmed, Tiger tries to escape, but Ma chases him until he corners him in an outdoor restaurant. Tiger uses a little girl as a hostage and then injures her by throwing her in the air into the concrete. Ma angrily engaged him in the fight and beat him to death in front of the crowd. Tony, after kidnapping Judy from the hospital, threatens to kill her if Wilson, now the only witness, testifies in court. During the trial, Wilson refused to testify, and the case was dismissed because of a lack of evidence. Wilson then tries to save Judy, but Tony and his gang catch him.
After Archer is freed, Ma seduces her and calls Tony to exchange hostages, leading to a confrontation in the deserted village. Ma rescues Wilson and Judy, then alone confronts the remaining gangsters, killing most of them with rifles and shooter rifles in control. Wilson returns to his aid and helps subdue Archer. Ma corners Tony and, after running out of armor, engages him in a hard hand-to-hand struggle, finally knocking him unconscious to capture him.
