Du Qiu is a Chinese lawyer employed by Tenjin Pharmaceuticals of Osaka, having successfully defended the company against high-profile lawsuits. About to be transferred to the United States by its rulers, Qiu attends a party where Tenjin President Yoshihiro Sakai appoints his son, Hiroshi, as the new head of research and development. Qiu briefly meets a half-Chinese woman, Mayumi, but loses sight of her. Sakai tells a mysterious woman about to seduce Qiu to stay in Japan. She dances with him at the party and then sneaks into his house before he arrives later.
Qiu wakes up to find the woman dead in his bed. He called the police and pleaded not guilty, but remained in custody. The arresting officer, Yuji Asano, suddenly incapacitated another officer and told Ms Qiu to run. Qiu lost to police by escaping to a subway station under construction. Veteran detective Satoshi Yamura is called in with his rookie partner Rika to find Qiu, much to Asano's disappointment. Following his instincts, Yamura and Rika travel to a construction site where they find Qiu disguised as a worker. Qiu holds Rika hostage with a nail gun, but Yamura gives himself and his gun to rescue Rika. Qiu takes Yamura hostage and pretends to be innocent but the two end up in a fight, Yamura eventually wins but Qiu beats Yamura after being distracted by a white dove. Qiu manages to escape his fears and finds refuge in a nearby slum town, where he befriends a local Sakaguchi who knows Mandarin.
Seeking answers, Qiu contacts Sakai and demands a face-to-face meeting, suspecting that his former employer has set up. Sakai secretly hires a pair of murderers, Rain and Dawn, to kill Qiu, and sends one of his lawyers to a scheduled meeting place. He explains to Qiu that Sakai and Hiroshi had been secretly developing a project for a military contractor. Aiming at Qiu with a sniper rifle, Rain could not continue the attack as Qiu had previously shown his kindness, shooting and killing the lawyer instead. Yamura chases after Qiu in a high-speed jet ski hunt and nearly catches it, but Mayumi suddenly intercepts Qiu, who helps him escape on the Shinkansen.
As he escapes to his secluded farmhouse, Mayumi explains that his fiancé, a scientist employed by Tenjin, was wrongly accused by the company of stealing their secret formula, and then committed suicide on their wedding day after losing ' r the legal case led by Qiu. Qiu apologized, insisting that the information provided to him in relation to the case came directly from the authorities. The two are abducted by Rain and Dawn on motorcycles, but Yamura comes and guards them on their flight. Yamura chases after Qiu and rescues him and Mayumi after their car accident before handing Qiu his own handcuffs, demanding to bring him in. Mayumi tells Yamura that he was with Qiu at the time of the murders, proving that he was innocent. The trio is in a hole in the farmhouse, where they manage to prevent an attack by an army of murderers, but not before Yamura is shot. Dawn is seriously injured and injects himself with stimulants to heal, but overdoses and dies in Rain's arms. Then Rika drove Yamura and Qiu to the hospital, and they released Qiu.
Blamed for being a drug addict, Asano reveals that he works for Sakai and demands that he be compensated for his role in snatching Qiu to distract him from the real killer, Hiroshi. Sakai gets Asano quickly killed by Rain. Meanwhile, Rika conducts an analysis on Asano's medicines, and finds that they fit the formula that Mayumi's fiancée has worked on. Mayumi gave Rika the secret equation needed to decode the formula to properly reproduce the drug, a powerful stimulant, before she was abducted by Rain.
Sakaguchi helps Qiu sneak into the truck carrying Tenjin's test subject, but once in the lab he is separated from the others and subjected to torture treatment that causes him to become a ruthless murderer , almost defenseless. Sakaguchi tries to kill another inmate, but he has a moment of clarity and commits suicide. Sakai recognizes Qiu among the subjects and orders him to undergo treatment, which is designed to turn a person into an almost superhuman, brainwashed warrior.
(Yamura) -arrives and offers Sakai the decoding equation of exchange for Qiu. Rain, realizing that Sakai was ultimately responsible for Dawn's death, released Mayumi and handed her a gun. Qiu was ejected and forced to fight Yamura, but succeeded. Qiu's arm, and Rika came with the help of the police.
A few weeks later, Qiu met Yamura at the railway station, where they shook hands and exchanged names in Japanese and Chinese. Yamura said goodbye to Qin as he boarded the vehicle with Mayumi, before leaving with Rika.
